Ken Spencer
President and CEO

Ken founded HR Service, Inc. in 2004, providing benefit compliance, ERISA, and HR solutions for clients across the country, growing HR Service to one of the nation’s leaders in benefits compliance and HR. He has over 30 years of HR, Compliance, and Benefits experience, taught HR Compliance for eight years at Westminster College, holds a Master’s Degree in Human Resource Management from the U of U, and is SPHR certified.

Kathy Spencer CFO

Kathy St. Clair

Kathy oversees systems, accounting and marketing for HR Service ensuring state-of-the-art equipment, systems operations and accurate accounting.  Kathy served as Chief Administrator, Accountant and Operations Specialist, prior to joining HR Service, Inc. and is passionate about doing things right for the customer. She has over 20 years working in all aspects of running an organization and provides strategic direction for HR Service, Inc.

Deb Siddoway Bio

Deb Siddoway
Director of HR Solutions 

Deborah manages the HR Solutions team, and directly assists clients with human resource strategy, management and employment law needs such as employee, leader, and safety handbooks, compliance audits, training, performance management, compensation theory, hiring, termination, conflict resolution and more. Deborah has over 20 years professional compliance and human resources management and consulting experience in the public and private sectors. She earned her Master’s degree in Business Administration, Bachelor of Science in Business Management and a certificate in Human Resource Management from Westminster College. She is also certified with SPHR, SHRM-SCP AND ACA.

Tym Gilbertson
Director of Benefit Administration

Tym has worked over 12 years administering benefit program for organizations across the country with several competing firms with expertise in HSAs, FSAs, HRAs, COBRA, and 5500 Reporting. Tym oversees all benefit administration functions for our sister company, B3PA, LLC, which stands for Benefits Third Party Administrator. Tym has a BA in Business Management and an Administrative Assistant Certificate from BYU Idaho. Tym enjoys volunteering with several Non-profit organizations like the Humane Society of Utah and St Andrew’s food bank.

Client Support Manager

Ricardo oversees our ERISA solutions and the client support team. Ensuring that employers have the most up-to-date SPD Wraps, Employee Notices, and 125 Premium Only Plans. His team is responsible for assisting employers and brokers navigate the compliance world through our web-based solutions. His bilingual skills and 10 years of client support experience make him a great asset to HR service, Inc.

Director of Sales and Marketing

Austin oversees the sales and marketing functions providing guidance to all Benefit Compliance Coaches and ensuring high-quality service for clients and partners. He also helps brokers and their clients with their benefit compliance, HR, and benefits administration needs providing demonstrations, training, and coaching across the country.

David Norton
HR Business Partner

David has worked in Human Resources for more than 38 years, and in his current role as Human Resources Business Partner he supports multiple clients in the areas of human resources strategy, training, employee relations, employment law, talent management, succession planning, recruitment and retention, and documentation support such as employee or safety handbooks. As a generalist, he is well versed in operations, training, compensation, benefits, and recruitment activities. He ensures that the right HR programs are in place so that employees can deliver at maximum efficiency with minimum risk. He holds certifications with SPHR and SHRM-SCP.

Rhonda Hollier
HR Business Partner

Rhonda has worked in the Human Resources field for over 25 years, directing and managing all aspects of human resources functions including recruiting, employee relations, compliance, risk management, benefits administration, and compensation. Rhonda has worked as a professional services consultant to numerous businesses, from start-ups to Fortune 500 companies. She also served as a Vice President of Human Resources for a $1.3 billion energy company for eight years. She holds certifications with SHRM-SCP and SPHR.

Kim Matus
HR Business Partner

Kim has worked in Human Resources for over 15 years and in her current role as consultant and HR Business Partner at HR Service, Inc. she works with multiple clients in aligning their goals and objectives with tactical and strategic HR initiatives. Kim has extensive experience in the field of Human Resources with her primary areas of expertise being in training and development, organization development, policy design, employee relations, EEO compliance, performance management, staffing and classification, and recruiting.

HR Business Partner

Sara, who joined HR Service in 2016, is an HR Business Partner with a strong sense of dedication and commitment. Sara works with multiple clients, assisting and advising them on a wide range of matters to ensure they are complying with applicable federal and state laws. She also provides support in multiple functional areas within HR Recruiting, on-boarding, performance management and employee relations.

Holly has worked in Human Resources for over 20 years. She has been involved in all aspects of human resources including employee relations, benefits administration, compliance, recruiting, on-boarding, compensation planning and training. She’s worked for several types of companies and industries over her 20+ year career including engineering, pharmaceutical call center, transportation, law firm, university and food distribution.

Dean Kipp
HR Business Partner

Dean has worked in Human Resources for over 10 years and in his current role as consultant and HR Business Partner at HR Service, Inc. Dean collaborates with multiple clients in establishing HR foundation, aligning goals and objective with business strategic HR initiatives. Dean has extensive experience in production, operations management, safety, and warehousing. Prior to joining HR, Dean spent the last five years focusing on operation management, training, onboarding, safety, recruitment, and retention. Dean holds a BS, Human Resource Management from Western Governors University, BS Business Administration from University of Phoenix. He is a SHRM certified Professional (SHRM-CP). Dean is proud to be part of the HR Service team. Outside of the HR world, Dean enjoys football (college and NFL), The NHL, fishing, and traveling.


Nikki Blanche
HR Business Partner

Nikki Blanche is an HR Business Partner who began her HR career nearly 14 years ago at an insurance company where she learned to appreciate the importance of compliance. It was there that she also developed a knack for onboarding, recruiting and employee relations. From there, she moved on to a large medical practice where she worked on data integration and transition counseling for mergers and acquisitions. Having spent 5 years running her own consulting business, in 2022 Nikki made the conscious decision to share her knowledge and experience with other HR professionals who possess similar interests and goals, joining the HR Solutions team as an HR Business Partner with HR Service where she provides best practice and compliance solutions to clients, helping to build HR foundation and drive strategic HR practices to meet client business needs. Nikki resides in northern New Jersey where she has served as President of the Littleton Estates Neighborhood Association since 2017 and she is very active in several local pet rescue groups and animal welfare initiatives. Nikki holds a Bachelor’s degree in Communication from St. Elizabeth University. Her areas of expertise are compliance, recruiting, onboarding and employee relations.

Liz Warren
HR Business Partner

Liz Warren brings 9 years of Human Resources experience from a plethora of industries, including travel/tourism, hospitality, healthcare, warehouse, and banking. While knowledgeable in general Human Resources function, Liz specializes in people analytics, organizational development and psychology, change management, succession planning, leadership development, compensation analysis, training/development, and full-cycle recruiting. Liz started her HR Career as a seasonal HR Coordinator while working on her MSc in Psychology and quickly found a passion for the field. Liz was able to quickly progress through the Human Resources ranks from Coordinator, to Recruiter, to Generalist, and finally into HR Leadership. Since starting her career in Human Resources, Liz has obtained a PhD in Industrial/Organizational Psychology with an emphasis on organizational development and leadership development. Liz uses her experience and education to volunteer with local community colleges to provide career coaching to under privileged youth. Liz spends her spare time with her family, often camping, hiking, traveling, or practicing archery.


Letrisha Pulido
HR Business Partner

Letrisha has worked in the HR industry for 6 years as an HR Assistant, Recruiting Associate and Payroll Associate. Working as an HR Assistant, Letrisha was afforded the opportunity to obtain knowledge in many areas including recruiting, onboarding, payroll administration, employee relations, training, employee benefits, random drug testing administration and HR administrative activities. As a Recruiting Assistant Letrisha added to her skills in recruiting and onboarding. She also has dealt with assisting in conflict resolution and harassment issues. Letrisha currently holds a Resident Producer Individual license in Accident and Health or Sickness and Casualty Life which affords her further knowledge in the health benefit and life benefit options for employees. Letrisha enjoys spending time with her family, the outdoors, and playing games. In addition, she has the opportunity to work with youth groups in her area. She has a passion for learning new things and loves to read and watch documentaries.

Anita specializes in ERISA requirements, overseeing the client support team and web-based document solutions such as SPD Wraps, 125 POPs, Employee Notifications and Summary of Material Modifications. Anita is deeply committed to ensuring a successful outcome for every client she works with and every broker she supports. Taelor joined the HR Service, Inc. team in client services but recently accepted a promotion as an a Benefits and Compliance Coach. She has been an integral part of the organization by always being there to help our clients. We are excited to watch her grow in her new position. Her background in customer service and Account Management has made her a great asset in her role as a Client Support Specialist. Taelor's goal is to assist clients and brokers with the knowledge and understanding of the necessary steps to be in compliance with ERISA, IRS and the DOL. Content Specialist

Penny works in our satellite office in Texas and comes to HR Service with 4 years of experience in marketing and content management. She has expertise in email marketing, social media, blogging, and asset development. She has worked in multiple industries as a freelancer and on in-house marketing teams. She has certifications in digital marketing, content marketing, and social media marketing. She is currently earning her certifications in e-commerce, data analytics, and project management.

Lance was an Insurance Broker for 30 years, even using HR Service SPD Wrap service for his clients before hanging up his hat to join the HR Service Inc crew. He's been a Professional Balloon Artist and Magician for more than 30 years, bringing his own special magic to HR Service and the partners he works with.

Anne Cheeney started with HR Service as an Account Relationship Manager and has recently been promoted to Benefits & Compliance Coach role. With a passion for making connections with others. With over 20 years of professional sales experience, she strives first and foremost to be someone in whom her clients and colleagues can put their trust and faith. Anne inherently understands that the client is the single most valuable asset an organization can have. Driven by the pursuit of customer-driven focus, ideals, and user experiences, she is excited to join our clients on the path to success. P.S. Shaelyn is a recent graduate from Westminster College and holds a bachelor's degree in fine art. It’s her love for helping others and her drive for success that brought her to HR Service, Inc. She loves learning languages, traveling, and teaching others.

Arniel Batomalaque - Account Relationship Manager

Arniel is our newest Account Manager, He holds a bachelor’s degree in Marketing and a Minor in Professional Sales from the University of Wyoming. He loves learning new things and innate hunger for success. He enjoys biking, going on scenic hikes, shooting hoops and just being outside. One of his secrets is making incredible French Toast.

Twyla Clark - Client Support

Twyla is the newest addition to our team, and we are very happy to have her. She works in clients services in a remote position from Bellefontaine, Ohio. Her hobbies include reading, traveling, cooking and genealogy. She is involved in volunteering within a Food Ministry – preparing and serving meals to the seniors, widows, and disadvantaged families. As much as she loves this, her family comes first.


Brianna Farley - Client Support Team

Brianna is our newest member joining the HR Service Team. She resides in Texas where we have a satellite office. She holds a certification in Business Management and IT and is originally from Missouri. We love having her on our team as she wonderful supporting our clients and their needs. She enjoys reading, writing, and listening to music. Ask her what her favorite type of music is next time you speak with her.


Yeshibell Correa

Known as Yesse, she is part of our client support team and excited to have her as part of our world class service team located in Texas! She holds a degree in business management,and is fully bilingual in both English and Spanish which is an added skill we appreciate. Her favorite things to do is walk her dog, read, listen to music and swim to cool off in the Texas heat.
